The story

Vineland's Planning Board has given preliminary major subdivision approval to Prime Development and Construction LLC for a Holmes Avenue tract, clearing the way for 13 new single family home lots. One existing lot becomes 14: thirteen available for houses and one for a stormwater basin.

The tract runs along the east side of Holmes Avenue between Walnut Road and Magnolia Road, Block 5112 Lot 40.02. The variances the applicant asked for relate to lot frontage; the minutes record that all of the proposed lots meet the city's 13,500 square foot minimum lot area. The new road connects two existing cul-de-sacs and creates a permanent one, following the street connections already in Vineland's Master Plan rather than proposing new ones.

This is an infill project rather than a new community. The applicant testified that two homes on Spring Road and two on Holmes Avenue are under construction and nearing completion from earlier phases of the same development, so buyers can see the kind of house before the next lots are built. Front elevations and interior layouts vary with the buyer.

The board voted 8 to 1 in favor on July 8. Preliminary approval is not final approval, and nothing about pricing, timing or which homes go on which lot is public at this stage. For anyone following new construction in Vineland, this is the point where a project gets a shape.

Our take

The builder asking for these lots already has four homes finishing nearby, so this is a street filling in rather than a field opening up. If you are watching new construction in Vineland, this is one to follow from the approval forward.
