Township's revised Fourth Round housing plan says construction of the Pearl Apartments (Phase I of the Moorestown Mall redevelopment) restarted in August 2025 after a long pause following the parking garage, with framing to the roof on three-quarters of the building. The plan puts Phase I at a maximum of 350 units, 75 of them affordable family rentals, and a hotel to follow at the southwest corner of the mall property.

Building 1, the first of seven construction segments, was expected to receive its temporary certificate of occupancy within four to six weeks, with occupancy beginning shortly after. Applications for the affordable units were reported as open.
