A 26-acre redevelopment plan on vacant forested upland that would allow up to 286 homes as townhouses, stacked townhouses and age-targeted townhouses, with a fifth of them affordable, alongside retail and other commercial uses.

The commission's policy and implementation committee voted to recommend that the full commission certify Monroe Township's 2025 Housing Element and Fair Share Plan together with Ordinance O:06-2026, which adopts the Hightop Redevelopment Plan. The vote was unanimous among those present, with one commissioner recused. The ordinance needed the commission's formal approval only because the plan raises residential density above what the Comprehensive Management Plan allows.
