The project
Manchester Township's 2026 Housing Element and Fair Share Plan rezones about 83 acres along Ridgeway Boulevard into a new Pinelands Affordable Housing-2 zone, out of the office, research and light industrial zone it sits in now. Two properties there are expected to provide about 530 residential units, roughly 107 of them affordable. The new zone allows mixed-use inclusionary development at up to 8.65 dwelling units an acre, sets a 20 percent affordable set-aside, and requires Pinelands Development Credits to be redeemed for 30 percent of the market-rate homes. Maximum building height is 40 feet, and staff told the committee public water and sewer would be available.

The CMP Policy and Implementation Committee voted unanimously to recommend that the full Commission certify Manchester Township's 2026 Housing Element and Fair Share Plan along with Ordinances 26-23, 26-24 and 26-31. Staff reported no comments were received during the public hearing or the written comment period, and concluded the plan and ordinances are consistent with the Comprehensive Management Plan.
