The board deemed the application complete and then conditionally approved the preliminary and final major site plan, unanimously, after a hearing with public objections. The applicant agreed to the board professionals' review letter conditions, bike racks, a relocated fire hydrant and a new one near the store, sign details, stormwater comments and no trash collection before 7:00 a.m.
